On May 20, 2026, the Ministry of Industry and Trade issued Circular No. 26/2026/TT-BCT to amend and supplement regulations on decentralization, reduction, and simplification of administrative procedures.
Notably, effective August 1, 2026, certain procedures related to the issuance of Certificates of Origin (C/O) will be transferred from the Ministry of Industry and Trade to local authorities. Accordingly, Provincial-level People’s Committees will be assigned to organize the issuance, re-issuance, and back-to-back C/O issuance for C/O forms within the scope of decentralization. Specifically:
- Issued by the Import-Export Department (Appendix I): Form D, AI, AK, AJ, AANZ, RCEP, EUR.1, EUR.1 UK, CPTPP, EAV, VK and VJ
- Issued by Provincial-level People’s Committees (Appendix II): Form D and Approval Document, E, AI, AK, AJ, AANZ, AHK, RCEP, EUR.1, EUR.1 UK, CPTPP, EAV, VN-CU, VC, VK, VJ, VI, X, S, B, A, ICO, Turkey, GSTP, BR9, DA59, Peru, Venezuela, CNM and REX code, UAE-VN.
