On 14 September 2026, the Customs Department issued Official Letter No. 21655/CHQ-GSQL guiding the resolution of difficulties relating to proofs of origin for goods imported under the EVFTA.
1. Time of submission of the proof of origin
The time for submitting the supplementary dossier/proof of origin for imported goods is implemented in accordance with Clause 1, Article 12 of Circular No. 33/2023/TT-BTC.
Enterprises should carefully review the time limit for submitting the documents to avoid being refused tariff preferences.
2. Form of the EVFTA proof of origin
The EVFTA proof of origin must fully satisfy the standards on form and the rules of origin as prescribed in Circular No. 14/2026/TT-BCT.
3. Contacting directly the Customs Sub-Department where procedures are carried out
The Customs Department guides enterprises to proactively contact directly the customs authority where import procedures for the shipment are carried out in order to receive specific handling guidance according to each actual dossier.
